Help for this idiot

Checking out the engine bay, and had a light in there to look around. I didn't notice but it fell over and landed on the hose/line that clips to the front of the airfilter box. Somehow the metal surrounding the light got hot enough to melt the hose.

A. What is this?
B. Is it possible to fix this at home?
C. If I can fix this at home? Can I just tape the holes up with electrical tape? Can I just replace that segment of hose? Or does the whole line of tubing need to be replaced.

Thanks in advance.

I would start with http://www.realoem.com/bmw/

And then, with part number in hand, google "bmw parts" and use one of the real BMW parts suppliers (not Scumbag Auto Parts for Everything!).

You also might be able to just take it off and visit your local parts store to get a generic piece of tubing that fits.
