What's the point of this pipe piece on the stock muffler (circled in red)?

So if I cut that piece all I would gain is audible noise and a imbalance of exhaust flow?

Haven't done it myself but I can assume you would get a louder sound by cutting it...as far as "imbalance of exhaust flow" yes that is essentially true but many have proved that it doesn't have ill effects on the car...this is evident through the various muffler delete setups...I have a muffler delete and essentially I don't have the stock H pipe to equalize exhaust flow...and to this day have no problems with the lack of the H pipe...

i would not cut it
inside the muffler on the valved side, there is a Y pip, one end is resonated pipe that goes to the tip, and one end goes to the middle pipe you have circled, and into the passenger side miffler.
when the valve is closed, the exhaust gas goes through the Y pipe into the passenger side.
If you were to do this, when the valve is closed, it would choke the drivers side of the engine, as the H pipe in the middle prob isnt enough airflow.

of course, if you do the golf tee mod.......the choking issue is not there.

How would it choke anything, I'm a bit confused. Doesn't the valve open once the car is warm or under WOT anyways? This is essentially another way to make a PE out of a stock exhaust no? Remove the resonated pipe and close her back up!

What I am saying is that when the valves side is closed, the air passes through that pipe to the other sides muffler.
If you cut that off the only place the drivers side exhaust gas can go is through the H pipe in the midpipe, which I do not believe is enough volume to properly allow for the exhaust to get out.
Youd be constricting it when the valve is closed.
