Do they even get dirty? Nothing but filtered air goes thru them no? I know oil and what not can make its way into the intercooler piping but I don't think it can make its thru the intercooler, up the charge pipe and into the throttle body.

Afraid it does, and then onto the inlet valves in a DI engine.
What engine?

Take off charge pipe.
Spray TB with carb cleaner, open/close whilst cleaning. Wipe with lint free cloth. What problem are you trying to solve?

Throttle body having a film of oil on it won't cause rough idle. Caked on carbon on your intake valves will do so.

It's amazing how not just dealerships but businesses in general rip people off like this. They just want to take people for as much money as they can get out of them. I feel bad you paid 400 for a throttle body cleaning, I mean that's ridiculous.

SEAFOAM
I would use seafoam and run the engine. There is a DIY on that. I creates a huge amount of smoke.

I know this is an old topic but don't use carburetor cleaner to clean your throttle body. They make throttle body specific cleaner for throttle bodies for a reason. Carburetor cleaners are too harsh and can mess up sensors and other seals
