Air Scoops or Intake
Ive been doing research and none of these upgrades do any thing for your car but take your money but im interested in getting more cooler air into the car so im wondering is the air scoops better than an afe or bmw PI. i mean if i pair the scoops with and performance drop in filter will it be better than the CAI

The scoops help for sure at higher speeds. As far as intake goes it will definitely pull harder in the higher part of the RPM range, but you will loose power from the get go. Granted it's not as terrible as people make it seem. Personally I would get the scoops, then do the euro airbox mod. It's cheap(round 40-50 bucks and an hour or so of work), but i've read good things about it and I will probably do that in place of my aFe.
Good luck!

I was talking about the DIY Eurobox mod: http://www.e90post.com/forums/showthread.php?t=626376 I'll probably end up doing it this weekend.

Which aFe filter are you talking about? The Stage2 SI is the best option from aFe and is about the same as a Euro-spec intake. I'm waiting to install mine, got it for $450.

The BMW Performance Intake without a doubt helps with low end throttle response and it pulls harder through 3k and up range, and gives you a little more engine sound in the cabin.

you can buy Cyba scoops for around $30. I have them, can't say for sure if they help. They don't seem to hurt so worse case I'm out $30.

Yes
Honestly, probably a placebo effect but any noticeable gains someone will have will be 60mph+
